Berks County Church Softball League By-laws

1. LEAGUE ORGANIZATION

A. COMMISSIONER:
1. Main contact person for new teams.

2. Update website after each night of play and record game durations.
3. Be available for BCCSL team(s) questions & concerns

B. ASSISTANT COMMISSIONERS:
1. Secure ball fields for each season and communicate with field supervisors.
2. Prepare BCCSL schedule.
3. Keep track of rain outs and rescheduling them.
4. Provide a signature for the BCCSL checking account.
5. Collect team rosters and any changes from each team, provide a copy of all rosters and any changes for each team manager.
6. Call in scores to newspaper when possible.

C. SECRETARY:

1. Record minutes of all meetings and forward to all managers and or team representatives.

2. Handle all player insurance waivers.

3. Collect team rosters and any changes from each team, provide a copy of all rosters and changes for each team manager.
4. Provide a signature for the BCCSL checking account.

D. TREASURER:

1. Handle financial matters, prepare reports.

2. Responsible for the BCCSL checking account.
3. Provides a signature for BCCSL checking account.

E. BOARD OF ARBITRATORS (BCCSL Officers):
1. The Board of Arbitrators will consist of the Assistant Commissioners, Secretary, & the Treasurer. The Commissioner will be used if there is a tie vote.
2. The Board of Arbitrators will act upon all appeals, grievances & protests involving any violations of the BCCSL By-laws.
3. Board members may not vote if they or their team are involved in any appeal, grievance or protest.

2. MAIN RULES

The BCCSL has 2 Conferences: Conference A & Conference B
Teams will only play other teams within their own conference.

All games shall be conducted in accordance with the Official Rules of Softball and ASA Code except as modified in this rule book. When there is a discrepancy between the Official Rules of Softball and ASA Code and BCCSL rules, BCCSL rules shall prevail.

I. ELIGIBILITY

A. Each member team shall adhere to the By-laws of the Berks County Church Softball League (BCCSL)

B. All teams must have a manager and an assistant manager before the start of the season. Managers and assistant managers must be at least twenty-one (21) years of age. Effect: All games will be forfeited until a team has a manager and an assistant manager.

C. Players must be at least fifteen (15) yrs. old before April 30th to be eligible for BCCSL play.

D. With the exception of "non-attendance" roster spots, each team member must be a regular attendee of the participating church (at least two (2) church services, prayer meetings, Sunday School classes, or Youth Programs per month during the season). Other activities may be acceptable if approved at a Pre or Post-Season Managers meeting or by the BCCSL Board of Arbitrators. Each team member must be a resident of Pennsylvania. College students must be regular attenders of their participating church when they are home from school.

E. All team must conduct themselves in a Christian manner according to Biblical principles. Failure to do so shall result in the offenders immediate ejection. (i.e., smoking, profanity, threats of physical violence, fighting, throwing equipment of any kind out of anger or frustration & the use of chewing tobacco or alcoholic beverages is strictly prohibited).

F. Team members that fail to conduct themselves in a Christian manner at any BCCSL function shall be suspended from BCCSL play per section XII.

II. PARTICIPATING TEAMS

A. Each team is to pay a yearly fee as determined by the BCCSL. This must be paid prior to the start of the season in order to be eligible for BCCSL play.

B. If a team has four (4) forfeits, this will be considered a grievance and will be reviewed by the Board of Arbitrators, future BCCSL play will be determined at that time.

Reasons for forfeits:
1. Failure to pay the BCCSL fee.
2. Not handing in a roster on time.
3. Using a non-roster player.
4. Not reporting to the field in time for the game.
5. Church attendance (see rule III B.)

C. If a team does not have enough players (under 8) it will be considered a loss, not a forfeit.

D. If a team is suspended or drops out of the BCCSL, all games, whether or not played, will be removed from the record.

E. On a close (force) play at any base the player must slide, or give themself up, to avoid contacting or injuring the opposing fielder. Any player breaking this rule will be considered out (if it is found that the player intended to harm the opposing fielder, the player can be removed from the game and will be suspended from BCCSL play per section XII.

F. Insurance coverage is the responsibility of each BCCSL team.

G. During the season if a player wants to move from one (1) team to another before the final roster is handed in, the player must have approval of both managers and the Board of Arbitrators. Once a player leaves their original team, they shall not be eligible to rejoin that team for the balance of the season.

III. MANAGERS' RESPONSIBILITIES

A. The individual release forms must be properly signed and submitted to a BCCSL Officer prior to BCCSL play.

B. Each team manager is responsible for his player(s) church attendance (attending at least two (2) church services, prayer meetings, Sunday School classes, Youth Programs per month during the season). This rule does not apply to the "non-attendance" roster spots. The manager should not allow a player to play if the player has not fulfilled this requirement to participate in a game. The team breaking this rule will receive a forfeit.

C. The HOME team manager or their designated representative must have each game opened in prayer.

D. The manager is responsible for the conduct of his players on the field.

E. Only the manager or assistant manager may question an umpire's call. Managers are responsible for the conduct of their players and spectators. Note: Only managers or players on the field may request a suspension in play (time out). Spectators, score keepers, etc. are not to interfere with the progress of the game.

F. Managers or their designated representative shall keep accurate scores. Effect: A team that does not keep scores cannot contest the score recorded by the opposing team.

G. All scores and game duration must be called in by the HOME team to the BCCSL Commissioner or a league Officers before the following day. This will allow the BCCSL website to be kept up to date.

H. Each season, each manager will receive a copy of every opposing team's roster, and will be informed of any changes to the roster. *Please note rules regarding rosters.

I. The manager and assistant manager are also responsible for their own actions. If a manager or an assistant manager are thrown out of a game, they will not be allowed to manage their team for the remainder of the regular season, or playoffs if necc. They will also be subject to the misconduct penalty in section XII.

IV. ROSTERS

A. Team rosters must be submitted to the BCCSL before the first regular season game. Each team must submit a roster by the 3rd Monday of April. All changes to the roster must be given to a BCCSL Officer before the player can play.

B. The roster, as a minimum, shall contain: The manager's and the assistant manager's name; the Pastor's signature; each player's first and last name & jersey number(s); and the statement, "The team members listed are regular attendees of our church". Rosters not containing the minimum information will not be accepted. If the roster is not handed in on time the team will forfeit all games played until a BCCSL Officer receives the roster.

C. Each team must submit any roster changes by the 2nd Thursday in June. Rosters shall be frozen after this date.

D. Rosters are limited to a maximum number of twenty-five (25) players. To allow for outreach, up to two (2) roster spots will not be subject to the church attendance rule. Players using this "non-attendance" roster spot can do so for a maximum of two (2) seasons only. For insurance purposes, base coaches must be included in the twenty-five (25) man roster. Please notify a BCCSL Officer if more roster spots are needed to facilitate adding base coaches to the roster.

E. Players added to the team after the start of the season must be added to the roster before the 2nd Thursday in June. The manager of any team that utilizes a player not listed on the official roster on file with the BCCSL, will forfeit the game(s) the player participated in. The player will be considered ineligible for BCCSL play for the remainder of the season or for a duration to be determined by the BCCSL board of Arbitrators.

F. A player's eligibility is challenged by submitting, as a minimum, the player's first and last name to the BCCSL. The BCCSL Board of Arbitrators will compare this information to the roster on file and make a determination.

G. Each player on the field must be identified by a unique number prominently displayed on their shirt. Players without numbers shall not be permitted to play. If duplicate numbers exist, only one (1) player may play at a time. There is no penalty for a player wearing a wrong number. Correct the number in the score book and continue play.

H. In no instance shall a BCCSL member (coach, manager, player, etc.) participate in another BCCSL game for another BCCSL team during the regular or post season. Members can only be on one (1) roster during any BCCSL season.

V. EQUIPMENT

A. The HOME team will supply one (1) new softball (Dudley/Demarini 375/.44 core Red Thunder). The AWAY team will supply one (1) good softball (Dudley/Demarini 375/.44 core) as the back-up ball.

B. All players must wear footwear. Footwear with metal spikes is prohibited.

C. BCCSL legal bat rules coincide with ASA requirements regarding legal bats. ASA considers bat warmers illegal. Bat warmers will not be permitted in BCCSL play.

D. Any player using an illegal bat will be disqualified from play for the remainder of that game. The bat will be removed from the bench area.

VI. THE GAME (HOME TEAM)

A. Responsible for the condition of the field.

B. All bases should be fastened. The field should be made as safe as possible to avoid any injuries.

C. There will be two (2) home runs allowed on all fenced fields. Any ball hit over the fence thereafter will be a single.

D. The HOME team will start the game with opening prayer, and the AWAY team will close the game in prayer.

E. HOME team is responsible for calling the result of the game and game duration into the Commissioner or a league Officer before the next day. The HOME team who breaks this rule will be fined $5.00. All fines must be settled prior to participating in the playoffs. If a fine is not paid, the team will forfeit any playoff games until paid.

F. At the Red Caboose Field, the HOME team of the last game being played is responsible for locking the restroom and turning off the field lights. If these rules are not followed through, the HOME team of the last game will pay a $25.00 fine. The HOME team also risks the chance of additional costs for leaving the lights on and any damage that occurs to the restrooms. The HOME team of the last game being played is also responsible for returning the bases to the storage room following the game.

G. Line-ups must be submitted to the opposing team before the start of the game. The line-up shall contain, as a minimum, the batting order, the player's last name and first initial (this is required to maintain the player's identity), uniform number and playing position. The same information must be provided for substitutions. Effect: If complete line-ups are not submitted the game shall not begin. Any substitute entered without complete information will be considered an illegal substitute.

H. A team may start a game with as few as eight (8) players and can add up to ten (10) players without penalty of an out, but cannot add an 11th player (cannot use or add DH or EH). The players that are added are to be placed at the bottom of the line-up only. A team can start a game with eleven (11) players and end with eight (8) players (to allow a player to leave for any reason, without penalty of an out).

I. A ten (10) run mercy rule will be applied after four and one half (4 1/2) innings for all games at all fields. The game shall be terminated after four and one half (4 1/2) innings if the HOME team is leading by ten (10) or more runs. After four and one half (4 1/2) innings if the HOME team scores the run ahead limit while at bat, the game shall be terminated. If the AWAY team reaches the run ahead limit in the 5th, 6th or 7th inning, the HOME team must bat in the bottom half of the inning. In a game where the mercy rule has been applied, if the winning teams score exceeds the losing teams score by more than ten (10) runs, the winning teams score will be reduced until it is exactly ten (10) runs higher than the losing teams score, and then recorded as such in the local newspaper and web page. (i.e. a 25-5 score becomes 15-5).

J. The HOME team must have a copy of the current BCCSL By-laws available at the field at each HOME game. If a disagreement over a BCCSL rule occurs and the HOME team does not have a copy of the rules available, the balance of the game will be played with the AWAY team's interpretation of the rule. Note: the AWAY team is not under any obligation to provide a copy of the BCCSL By-laws, even if they have them on the field. Effect: If a protest is filed and it is found that the game was played with an improper rule, with the BCCSL Board of Arbitrators approval, either the HOME team shall pay the umpire's fee and the game will be rescheduled or the game shall be recorded as a 7-0 loss for the HOME team. If a protest is not filed, the game will stand.

K. Each team will be allowed to use no more than two (2) courtesy runners for injured players (not slow running players). A courtesy runner is used for one (1) specified player. The specified player must reach 1st base safely to make use of the courtesy runner. The courtesy runner is the player who made the last out before the specified player came to bat. Teams using a courtesy runner(s) must make this known to the opposing team and the umpire before the start of the game or when an injury occurs. The courtesy runner must be used for the duration of the game, if not, the player becomes an automatic out unless a substitution is made. If both courtesy runners are being used and another injury occurs the team must make a substitution. Note: If an injured player continues to play, they must continue to reach 1st base safely each at-bat.

L. Each team will be allowed to use one (1) DH (designated hitter) to be used for any position in the field (not only the pitcher). The fielder may only play in the field, the DH may only bat. Teams using the DH must make this known to the opposing team and the umpire before the game, and make sure it's recorded in the scorebook & line-up. ASA does not use the term DH, MLB rules will be followed regarding the DH:

DH Rule: Use of the DH is optional. The manager must designate a DH prior to the start of the game; failure to do so forfeits the right to use the DH, and the (DH user) must then take his turn at bat. The designated hitter may not play a field position and he may only be replaced by another player not currently in the lineup. However, the designated hitter may change positions to become a position player at any point during the game; if he does so, his team forfeits the role of the designated hitter and the (DH user), another player, or a substitution must bat in the newly-opened spot in the batting order. The designated hitter could also become the (DH user), in which case the original (DH user), or a substitution must hit when that spot in the batting order comes up again. In addition, unlike other positions, the DH is "locked into" the batting order and no multiple substitution may be made to alter the batting rotation of the DH. In other words, a double switch involving the DH and a position player is not possible. For example, if the DH is batting fourth and the catcher is batting eighth, the manager cannot replace both players so as to have the new catcher bat fourth and the new DH bat eighth. Once a team loses its DH under any of the scenarios discussed in the previous paragraph, however, the double switch becomes fully available, and may well be used via necessity, should the former DH be replaced in the lineup.

M. ASA rules are to be followed regarding the safety base. Simply put, we use this base to avoid contact or injuries at 1st base. The fielder uses the white side of the base, the batter/runner uses the orange side of the base.

N. BCCSL pitching arc is six (6) foot to twelve (12) foot arc. Inform the umpire before the game. ASA is six (6) foot to ten (10) foot arc.
L. Each team will be allowed to use two (2) EP (Extra Players). Please refer to section xxx of the ASA Rule book for definition of an Extra Player.


VII. STARTING TIMES

A. Game start times will be 6:30, 7:45, & 9:00PM (all fields).

B. A grace period of fifteen (15) minutes is allowed only for a team with insufficient amount of players (less than 8) If the game doesn't start within fifteen (15) minutes of scheduled time, a win will be awarded to the team with the correct number of players (also see section X.-C.).

C. Speed up rules will apply at all games at all fields after the first inning.

VIII. RAIN OUTS, SCHEDULE CHANGES, MAKE-UP & SUSPENDED GAMES

A. Games can only be cancelled or postponed for weather conditions.

B. Schedule changes for church related activities must be submitted to the BCCSL for consideration ASAP. This will be discussed by the Board of Arbitrators for approval.

C. The BCCSL Officers will establish a date and time for all make-up games.

D. In case of rain the HOME team is responsible for calling the umpire and the AWAY manager. Rain outs are to be called in to the Commissioner or a league Officer on the night in question. If not called, the HOME team is responsible for the umpire fee for that game. ALL calls must be made one (1) hour prior to the game. If you're the first game at a multi-game field and the game is called due to rain, you must call and inform the two (2) remaining HOME managers. At multi-game fields, if the first game is rained out, all the games at that field are rained out.

E. If a game is stopped and called because of rain, the umpire is responsible to refund half (1/2) the umpire fee to the HOME manager. At a continued game the HOME manager is responsible to pay half (1/2) the umpire fee to the umpire.

F. If any games go past the 11:00PM curfew at the Red Caboose, the game play will be suspended and resume at the start of the next scheduled game against that team.

G.
If a game is called after five (5) completed innings (official game), it goes back to the last completed inning. If it's a tie, or five (5) innings have not been played, then the game is replayed.
The HOME team will always get a chance to bat, if it's in the top of the 6th inning, and gets called, then the top of the 6th does NOT count, and goes back to the end of the 5th inning.

IX. APPEALS, GRIEVANCES & PROTESTS

A. Protests and appeals shall be allowed for the reasons listed in the Official Rules of Softball and ASA Code, Rule 9 and violation of any BCCSL rule.

B. Protests must be declared in accordance with ASA rules and guidelines.

C. A protest must be called into the BCCSL within a reasonable time, not to exceed forty-eight (48) hours.

D. Protests concerning ASA rule vilations shall be forwarded to the ASA Umpire in Chief for evaluation.
E. The BCCSL Board of Arbitrators shall render the decision on and determine the final dispostion of all protests filed. Effect: The BCCSL Board of Arbitrators can accept or reject any determination made by the ASA Umpire in Chief.

F. Grievances can only be filed by a manager, against a manager or a player for violation of BCCSL By-laws to the BCCSL Commissioner. BCCSL Officers (incl. Commissioner) are also eligible to file grievances.

X. UMPIRES

A. The ASA umpires association will supply one (1) umpire for all regular season games and two (2) umpires for all playoff games. In the playoffs, the HOME team pays for one (1) umpire, the AWAY team pays the other.

B. The umpire's fee is to paid by the HOME team before the start of the game.

C. A team with an insufficient amount of players (less than 8) HOME or AWAY, will be responsible for the umpire's fee.

D. Umpires and managers must enforce the ASA and BCCSL rules on the field. Umpires and managers are not empowered to waive or modify any rules. Effect: If in doubt about the interpretaion or application of a rule, play the game under protest. If you win the game, withdraw the protest. If you lose, go home and read your rule books. If you are wrong, do not file your protest. Otherwise, file your protest and the BCCSL Board of Arbitrators shall make a determination. NOTE: BCCSL Officers present at games may be asked about BCCSL rules but they are not responsible for enforcing the rules on the field and are not to be asked to do so. However, a BCCSL Officer is responsible for reporting rule violations to the rest of the BCCSL Officers and an official reaction to violations may result.

XI. BCCSL BOARD OF ARBITRATORS PROCESS FOR DEALING WITH CONFLICT

PURPOSE:

The BCCSL Board of Arbitrators primary function in resolving conflict is to apply the BCCSL rules and penalties. PERSONAL CONFLICT: The Berks County Church Softball League expects Christian conduct from all members. As Christians, it is each members obligation to deal with problems encountered with another member in accordance with the principles of Matthew 18:15-17. VS 15 "If your brother sins against you, go and show him his fault, just between the two of you. If he listens to you, you have won your brother over. VS 16 But if he will not listen, take one or two others along, so that every matter may be established by the testimony of two or three witnesses. VS 17 If he refuses to listen to them, tell it to the church, and if he refuses to listen to even the church, treat him as you would a pagan or a tax collector." The BCCSL Board does not have the authority of "the church" in resolving conflitcts between individuals. The Board will encourage members to resolve personnel problems using the principle outlined above. If the problem cannot be resolved between the parties involved, the BCCSL Board will refer the matter to the Pastor of the involved individuals.

XII. PLAYER MISCONDUCT (in a single playing season)
NOTE: The Board of Arbitrators reserves the right to reduce and/or increase the suspension times where applicable, depending on the nature of the violation.


A. There will be a maximum four (4) game suspension (including playoffs if necc.) imposed by the BCCSL if a player breaks any of the rules in section I. A-F. The suspension will be the next scheduled game the player's team plays. The player must be present to serve the suspension or it will continue until the player attends their team's next game.

B. For a 2nd offense, if the first offense was reduced from a 4 game suspension, the BCCSL shall impose the remainder of the 4 game suspension as the second offense. For example, if the first offense was reduced to a 1 game suspension, the second offense would be a 3 game suspension. If the first offense was not reduced, the BCCSL shall impose a one (1) year plus a one (1) game suspension. Upon reinstatement, the BCCSL managers will review the case for approval. The one (1) year is defined as a total number of games for the year that the offense occured.

C. For a 3rd offense, the manager will impose a one (1) year plus a one (1) game suspension. Upon reinstatement, the BCCSL managers will review the case for approval. The one (1) year is defined as a total number of games for the year that the offense occured.

D. If a player plays while under suspension, his team forfeits to there opponent and the manager will be suspended for the next game without any appeal.

E. All suspensions must be reported to an Assistant Commissioner along with the scores.

F. All appeals, grievances & protests must be reported to a BCCSL Officer where the Board of Arbitrators will review it.

G. Players wishing to be reinstated (after serving their full suspension) must meet with the Board of Arbitrators and BCCSL managers at a Pre or Post-Season Managers' Meeting to plead their case.

XIII. RULE VIOLATION

When an allegation involving a rule violation is either reported to a BCCSL Officer or observed by a BCCSL Officer, the Board of Arbitrators will take action as follows:

A. Allegations will be discussed by the Board of Arbitrators. If the allegation warrants further action, the alleged offender's manager will be notified of the problem.

B. The Board of Arbitrators will conduct fact finding by interviewing everyone involved until it can be established if further action is required. If necessary, the Board of Arbitrators may request a meeting between the Board of Arbitrators, the team's manager the team's Pastor and the player(s) involved.

C. When the Board of Arbitrators has concluded their fact finding, a BCCSL Officer will inform the team's manager if the Board of Arbitrators has concluded that a rule viloation occurred and was substantiated.

D. If a rule violation occurred and was substantiated, the Board of Arbitrators shall enforce the penalties as prescribed in the BCCSL rules.

E. Details of the rule enforcement will be spoken to or called to the team's manager and if warranted, to the team's Pastor.

ANNUAL MANAGERS' MEETINGS

I. PRE-SEASON MANAGERS' MEETINGS
(March)
A. The Pre-Season Managers' Meetings are mandatory. (Any team not represented in at least 3 of these meetings may be ineligible to participate for the season, and their spot will be available to any interested new teams.
B. Team Entry Form completed and collected with conference selection

C. Team Entry Fee of $200 collected along with $50 security deposit
D. Softball Orders collected
E. Field Maintenance day(s) selected
F. Field equipment needs discussed

(April)
A. BCCSL fees collected
B. Proposed schedule for upcoming season presented and reviewed

II. POST-SEASON MANAGERS' MEETING

B. Any new BCCSL rules will be reviewed or new rules proposed and voted on.
C. Review current BCCSL board and nominate board members.

(November)
A. Vote on any new BCCSL league proposals
B. BCCSL board member elections will be held(if necessary)

APPENDIX I - LEAGUE PLAYOFFS

I. ELIGIBILITY

A. Playoffs will be double elimination for both Conferences.

C. Player(s) must have played a minimum of five 5 regular season games to qualify for post-season play (games that the player sat the bench count).

III. HOME FIELD ADVANTAGE

B. Home field advantage shall go to the higher regular season seeded team. Should a number 2 seeded team come from the winner's bracket, and the number 1 seeded team come from the losers bracket, the number 1 seeded team shall be the home team.

IV. SCHEDULE

A. Playoff games shall be scheduled for Monday or Thursday and start at 6:30, 7:45, or 9:00PM.

B. The playoffs shall start on the first available Monday or Thursday following the end of the regular season, unless special single elimination rounds are required. The playoffs shall then start on the next regularly scheduled playoff day after the completion of the special single elimination rounds.

V. EQUIPMENT

A. The BCCSL shall provide two (2) NEW softballs (.44 core Red Thunder) before each game.

VI. PROTESTS AND APPEALS

A. Protests and appeals shall be allowed for the reasons listed in The Official Rules of Softball and ASA Code, Rule 9 and violation of any BCCSL rule.

APPENDIX II - DUAL CHURCH TEAMS

PURPOSE: The purpose of the Dual Church Team Program is to allow smaller congregations, who are unable to field a team by themselves, to participate in the BCCSL.

I. SPECIAL DUAL CHURCH TEAM RULES

A. One (1) church shall provide the manager and assistant manager (if the numbers aren't feesable for the 2nd team).

B. All Dual Church teams shall be considered a single team for all BCCSL functions. All regular season BCCSL rules will apply except those modified below:

II. ELIGIBILITY

A. Churches unable to field a complete team are eligible to participate in the Dual Church Program.

B. No more than two (2) churches may combine to form a team.

C. Churches participating in the Dual Church Program must have no more than one (1) Dual Church team.

D. The roster must be signed by both church's Pastors.

E. Players added to the team after the start of the season must be added to the roster, the name initialed by the player's Pastor and a copy of the revised roster given to the BCCSL Commissioner or Board of Arbitrators member. Players are ineligible to play until either the roster is delivered. Effect: The manager of any team that utilizes a player not listed on the roster will forfeit all game(s) the player participated in. The player will be considered ineligible for BCCSL play for the remainder of the season or for a duration to be determined by the BCCSL Board of Arbitrators.
